Economic leakage
High Speed Rail (Crewe – Manchester) Environmental Statement, Glossary, abbreviations and references, published by the Department for Transport in 2022, defines economic leakage as: ‘The amount of economic benefit that leaks out of the area of impact through processes such as commuters or the supply chain spending outside the local area.’
